clang-18 not available in Debian 11

As-is the dockerfile method of building the linux versions of dotcefnative seem to not work because clang-18 isnt available in Debian 11

I have some changes I've made to help fix this and other issues but wanted to file this so its documented just in case it helps anyone else trying to compile dotcefnative with the dockerfile present in this repo
