User feedback from someone trying to use WEBCAT: if you're trying to use WEBCAT for your site you need to first set up the manifest/enrollment JSON on the target domain, but this is not obvious from just going to the enrollment frontend.
A simple thing to do for now could be to have a numbered list of steps above the domain submission with links to the relevant places in the docs.
