Merge PRs for adding packetdiag and rackdiag support.

The PRs have not gotten any movement, adding an issue to see if that gets attention for these. https://github.com/foliant-docs/foliantcontrib.blockdiag/pull/3 fixes the issue for both of these, thanks @Flameeyes for putting this PR together.
