[Bug]: Recognizing Plugins always recognize as the latest version

Description

When Recognizing plugins, they are recognized as the latest version, meaning if you wanted to recognize them to update them, you cant!

Minimal Reproduction

1. Get an outdated version of a plugin
2. Use /pp recognizeAll
3. Use /pp list
4. You can see that it will say no updates for it
5. Go in to the Plugin Portal Plugins.yml file to look at the plugin data
6. Compare that version with the latest in the plugin page
