[Bug]: Plugin Portal Detecting and Installing Velocity Versions of the plugin

Description

When downloading some plugins, it installs the velocity version of it. When recognizing the plugins, they also get picked up as Velocity Plugins!

Minimal Reproduction

1. Install packetevents from modrinth
2. Reboot Server
3. Check Server logs to see that it didnt boot the plugin
4. Download the plugin from the server panel
5. Change file name to .zip
6. Unzip it to find a velocity-plugin.yml
