Module Exp: implement parameter write function

Implement a private function that writes a dictionary of key-value pairs as export comments

example
```
(* @Key := 'Value' *)
```

Used then to write header and footer of POU exports
The function should be overloading the superclass as it is filetype specific, the dictionary though is part of the superclass
