I think I simply moved on and built it "manually" without conda-publish-action and instead used setup-miniconda: https://github.com/mxmlnkn/indexed_bzip2/blob/8198cd024c8872b6a7fe48f238faf75f5335a293/.github/workflows/publish.yml#L82-L118
