In my test, if XRAY_IOI3_TILES does not contain "RIOI_X73Y9", the RIOI3_X73Y9 tile will have empty "bits" in tilegreid.json.
So, I'm wondering why remove RIOI_X73Y9 out of XRAY_IOI3_TILES in kintex7_160t.sh in the fourth commit of #1902.
