URSP - Add support for higher sample rates

Wanted to open a formal issue regarding higher sample rates for USRP devices.

Note: I pulled down the sdrangel / uhd source and i'm working through adding support for higher sample rates.

Max sample rate should come from UHD -Unlikely it will actually work at sample rates that high.
