Revisit `install-website`

I think we now want a new bin entry in package.json, defining an npx install-website command. This will install the named website into user land -- similar to the current install-website.sh, but independent of node_modules. Instead it will run directly on the component tarball.

• Will it need access to output-es from fluid?
