Currently there are options in some of the event QC functions to exclude automatic events (e.g. those that have not been manually reviewed) and/or automatic picks, but these are not exposed anywhere in RT-EQcorrscan.

Provide a logical way to configure whether to include or exclude automatic events and picks.
We also need a way to check for updates to events for events that go from automatic to manual... This will be tricky.
