RD: If Epinio CLI does not exist on local machine, the extension fails silently

Is there an existing issue for this?

Current Behavior

If Epinio is not installed, the interface is disabled and the user is not notified why.

Expected Behavior

The user should be given a persistent error message and directed to install the Epinio CLI matching the connected epinio server release.
