Add integration tests for bluechi-is-online agent with --monitor and --switch-timeout parameters #1038

In #962 the new package bluechi-is-online was introduced. However, adding integration tests was postponed.
A basic integration test for bluechi-is-online agent --monitor --switch-timeout=N should be similar to existing tests for --monitor option, but --switch-timeout parameter values needs to be taken into consideration
Tech hints:
- Stopping and starting again the controller can simulate the disconnection issue for agent, no need to use switch controller API.
