I was updating packages from a newly installed Debian 9 server for eXist-db 5.2 through the web interface and package manager. According to the package manager everything was fine, but my packages disappeared from the list (if this is an update) or never appear. I run into this problem because my server is under a firewall that block xar compressed files and gives me 403 errors instead.
Expected behavior
The package manager should show a warning that the package could not be retrieved

your machine must have a firewall rule that prevent xar files to be downloaded.
