Path validation strings in AbsolutePath should be localized

seems quite bad the messages are not localized, and we don't have localization strings resource for Framework dll

I suppose it's an OK to create resource file for framework in case we manage to ever refactor things out of shared files there so we can move the resources to the framework too

Team triage: it makes sense. We should also consider that all of the resources should live in Framework - this way they would be accessible from any project.
