Merge into DOME

It would be good if this was a built in "mode'" for DOME, probably under the -n flag.

I think this could be an optional module in dome.
Is not needed when using Dome as interpreter.
But it would be helpful as a developer.

Similar to Random module in wren.

While not strictly needed, I don't see much reason for the extra tool if it can be easily and minimally combined into the core. The majority of the work is handled using microtar, which is common between both projects.

Of course, the other alternative is to just drop nest entirely and just advise people to use their local tar implementation.

tar is available on linux and mac by default. But not on Windows. So a tool that helps with that built in is still handy.
I'm ok to include nest built in DOME though.
