Feature: PWA Notifications & Background Tasks

Context

The Universal Dashboard apps/wallet is a Progressive Web App (PWA) and allows for native notifications.

Whenever a user receives a new authorization (delegation) we want to send a push notification.

Scope

• Add notification support to the app/wallet PWA configuration
• Add push notifications to the apps/api-universal
• Send a notification when a new authorization is created.
