[NOWEB] -GET /api/{session}/labels returns fewer labels than exist in WhatsApp Business

• Engine: NOWEB
• Account type: WhatsApp Business
• Session status: WORKING

Expected behavior

GET /api/{session}/labels should return all labels that exist in the WhatsApp Business mobile app for the authenticated account.

Actual behavior

The endpoint returns less labels, but the WhatsApp Business mobile app shows way

The missing labels are ones that were created from the phone

Steps to reproduce

1. Start a NOWEB session with a WhatsApp Business account.
2. Call GET /api/{session}/labels.
   there is noticeble labels missing
