PSF adjustments needed for R7

On 2026-01-27, the SOs mentioned warnings about fiber offsets of -2 pixels in R7 in calibration and science tiles in slack. It looks like the offsets have been increasing steadily since October 2025 (see https://nightwatch.desi.lbl.gov/historyqa/history-camera-sp7.html).
