Remove unnecessary XML dependencies from deegree core

The following APIs are still direct dependencies of deegree, but at least StaX 1.0, SAX and DOM-API are included in the current OpenJDKs.

Verify if the following direct dependencies can be removed:

• geronimo-stax-api_1.0_spec-1.0.1.jar
• xml-apis-1.4.01.jar
• xml-apis-ext-1.3.04.jar

• xml-apis-ext-1.3.04.jar comes as a transitive dependency with the batik-svg-dom and has a compile-time use in org.deegree.style.utils.ShapeHelper.

Some interfaces and classes are set to deprecated in the current JDKs . Thus it is required to migrate to the new APIs, e.g. org.xml.sax.helpers.XMLReaderFactory to javax.xml.parsers.SAXParserFactory in org.deegree.tools.metadata.ISO19139Validator.
