DKG low-level crypto operations should be moved to Kyber

The current implementation of the Pedersen DKG relies on a lot of low-level crypto operations that could / should be moved to Kyber.

Tasks:

• Split the Actor from low-level crypto operations
• Move the low-level crypto operations into Kyber
