Better compensate for spring flooding conditions

NOAA GFS can go back in time for some historical forecast data, but it doesn't maintain the actuals. We should find a source for historical actuals to be more accurate in our calculations.

In particular we would need:

• Total surface precipitation
• Maximum temperature
• Lowest specific humidity
• Average wind speed
