Overhaul dandi-cli testing matrix

ATM

• seems useless matrix into devel which just turns on DANDI_DEVEL for dandi-cli which is not affecting AFAIK tests
• it always installs dandischema inside the dandi-archive container
• we test matrix "released" vs "master" (of client not server)

ideally we test following:

• this version of dandischema installed only into client (released and master)
• this version of dandischema installed only into server (master only)
• this version of dandischema installed into both (both masters)
• vendorization setup with at least one of the above (likely "both"): Add vendorized run testing into dandi-cli tests #350
