resync content in S3 and this repo

make sure the live content (ie what is currently in S3) is reflected and synced with the content here.

The "deployment-test" branch is likely the closest to what is now in S3, though NJR made some edits to files locally and then manually added to S3 but not this github repo).

Decision: do not simply merge that branch into main because of the various steps taken along the way to the final content

Summary:

• we are running up against github/git's size restrictions. The history of the repo is almost ~7GB, and with the content, the whole repo is thus ~15GB
• s3 has a directory mainSpace/ that is ~7GB, which we thought we eliminated long ago
• we think this is duplicate content, but need to confirm: are the contents truly duplicated elsewhere? Do any pages refer to these versions?
• we think we can remove this content, or at least not include this directory in this repo
• we may just want/need to create a new repo that has all s3 content except mainSpace/

After attempting git gc --prune=now --aggressive to cut down on size, I pushed again and got this error:
