Rename user scanner config clean_up_interval to update_interval

**Describe the bug**

Not really a bug but it doesn't make sense to call this config clean_up_interval. We used clean up interval to update user index as part of the cleaner before but that's just a sane default for it. For Ruler and alertmanager it doesn't make sense to use this name anymore. We should rename it to `update_interval`
