Startracker HW Emulator

How do we want to test our star tracker interface? It's not like we have actual stars to image!

To solve this, we can build a HW emulator that outputs simulated startracker outputs to our flight computer. We need to develop a simulation model that will output something similar to what a startracker might.

The startracker communicates this information over UART. We can use an rp2350 as our emulator.
