`View as tree`/`list` missing in scm

Steps to Reproduce

1. Under Changes, when I hover over, there should be a button to toggle between View as tree/list
2. It is there in vscode.dev, but missing in code-server

Expected

I should see the toggle button

Actual

I don't see the toggle button nor the options to enable it
