Broken API rendering if `relative_crossrefs: yes`

Hmm, I'm still puzzled by this. I assume things break if we don't make this change?

The problem here is that when we set relative_crossrefs: true then some functions in the docs are not rendered accurately (such as the harmonise function in the __init__.py module) but relative cross-referencing in docs works fine.

However, if we set relative_crossrefs: false the function documentation is rendered accurately but all relative cross-references in the documentation break and aren't recognised anymore.
