[FPGA-Image]: Include version information

Since FPGA images are pulled to multiple hosts we can reach an inconsistent state. It would be useful to embed information on the provenance of the image so we can print it in jobs.

For example, the date and commit it was built from.

An example of how this may look:

Add a file called "/etc/caliptra-build-info".

During the FPGA image build process in: https://github.com/chipsalliance/caliptra-sw/blob/main/ci-tools/fpga-image/build.sh embed the following information:

• Build date
• Commit version
• Job information from https://docs.github.com/en/actions/reference/workflows-and-actions/variables, e.g. workflow name & branch.
• Petalinux kernel info
  • Hash of kernel tar ball
  • Hash of io-module.ko
• Image variant
  • core or subsystem
  • dev or non-dev

Oh, and we will need to update the FPGA jobs to print this file, at the very start of the job.
