I kept the menu because, if we remove it completely, users may not realize that this feature exists. By keeping the menu disabled and displaying the "No external services" message with the tooltip, users can see that the feature is available and understand that they need to configure an external API in the settings to enable it.

The feature is behind an experimental flag. At least this should not be shown when experimental is false.
Moreover, the chosen icon is very confusing as it's used in the app for "more actions". If you make the panel section small enough, you then have it twice:

In fact without our help they can not guess that those services exists and how they should be configured so this is there reason why I would suppress this ... when no service available. We could also think about another icon for a service but I do not know which one.
