chore: migrate away from vscode webview UI toolkit

Description

The vscode-webview-ui-toolkit is being deprecated

The project is being deprecated.
It seems the community has settled on two replacements
VS Code Elements - A mature web components implementation of VS Code UI
VS Code React UI - A WIP React implementation of VS Code UI

VS Code Elements seems like the best fit since it uses lit which we already also use

Other tools

shoelace in the mix might also be good for additional components (we would need to sort out styling)
