[enhancement]: make integration tests work on rhel

Issue: #3134
Most of the integration tests are written for ubuntu and have hard coded paths, service names or package names that may are different on other OS.
So I will submit PRs to get the integration tests working on rhel, step by step.

Firstly, I will submit a PR to get the integration tests "tests/integration_tests/modules/test_combined.py::TestCombined" working on RHEL running on AWS and Azure.
