docs: Add info about translated resources generated via the Resource Builder API #1075
Description
Motivation
To make generating translated resources more clear. When using the resource builder API, translated resources should be generated individually per locale, NOT by setting locale 'multi' in the resource data like traditional file-based resources.
Suggestion
Add a section to the resource builder page that outlines how to generate translated resources (individual per locale) and add a referring section to the I18n page that links to the newly added section on the resource builder page.
