Get values of fixed parameters

While there is `ParameterSpace.get_constant_names()` there seems to be no way to get the value that constant parameter is fixed to. If this is indeed the case, add a feature that allows retrieving these values (e.g. similar to `ParameterSpace.get_parameter_by_name`).
