Add checks system of at least configuration check for MoveTables

MoveTables uses buffered copies with require binlog_row_image = FULL. We check for this in migrations, but not in moves.

There needs to be some way of preventing running if it is not supported.

In addition to checking the configuration, can the ongoing move operation detect if it receives a minimal row and bail?
