Support Bazel 9+ #2863
Description
Tracking issue to support Bazel 9+, theres currently some PRs in flight related to this effort:
- rules_cc release that contains: bazelbuild/rules_cc@34c6728
- protobuf release that contains: Update rules_apple dependency to support rules_swift 3.x protocolbuffers/protobuf#25437
- A rules_swift release with an updated protobuf
