:bug: fix(bal-popup): Popup in navigation has incorrect position with banner on top

Current Behavior

When we add an info banner to the top of the navigation, the --bal-nav-top value is not calculated for the inset of the popup container, and max-height of the inner container.

Expected Behavior

--bal-nav-top value should be added to the top inset of .bal-popup__container
--bal-nav-top value should be deducted from the max-height of .bal-popup__inner
