[OpenTelemetry] Support optional semantic convention for Spring instrumentation

Add optional support for the stable semantic conventions for all the metrics and traces instrumented by Spring Boot via Micrometer Metrics or Micrometer Observations.

Consider adding a non-production library to support the experimental semantic conventions, too.
