Add non-steady state tapered cable validation test.

Essentially: make a tapered cable version of the rallpack1 test, comparing against a (semi-) analytic solution.
Corresponding Arbor issue is #42, with the maths write up added in Arbor PR #842.

Note that computation of the correct solution is not trivial.
