[Improvement] Support pre render parameter template

kb supports pre-rendering parameter templates or dry run, making it easy to compare parameter templates with rendered parameter files.

Rendering requires a running cluster and template files.

looks quite similar to our previous builder template subcommand in kbcli 0.8.x
