Add OpenCode Local Tool Guard to the Ecosystem plugin list.

It is an external OpenCode plugin that provides a progress-aware watchdog for bash executions and pre-execution scope protection for grep/glob.

The project is public, MIT licensed, and includes installation, removal, validation documentation and tests for Linux and Windows.
