Browser picker not always on top / visible after clicking link

It seems that the browser picker does not always make it to the top of my windows when manually invoking it (with the default Ctrl+Shift+Leftclick for me). Instead I have to notice that there is a bt window (which is impossible when the bt configuration window is already open).

There's an "always on top" setting, will that help?

I have that enabled, but sometimes the windows still appear in the background and barely visible.
