On user login 9.8.1 is sending people to the contacts list page when they login instead of there email first is it possible to fix this? on a fresh install.

In data/settings/modules/CoreWebclient.config.json file, what do you currently have "DefaultUserScreenHash" set to? It has to be set to "mail".
If you don't have that option there, or you don't have the file itself, press "Update configuration" button in Database Settings screen of adminpanel and see if that helps.

What is this login password when I log in locally?

Well, locally or not, WebMail uses email and password of an email account. You need IMAP server such as Dovecot.
