Consider minimum macosx version to support for compiled Temurin Mac binaries

Recent issue #4354 related to upstream updated to support clang generated code min of 11.00.00. Following PMC discussion we've decided to investigate increasing the value used by Temurin to better match the supported versions at Adoptium. This will better benefit the Mac binary performance, as generated code is more optimized to current osx versions.
