TableOfContentsFilter causes Externalizer to not work as expected #2996

Current Behavior
Content that is being sent to Adobe Target is incorrect as the ToC Filter is not preserving the original content. If we disable ToC filter (com.adobe.cq.wcm.core.components.internal.servlets.TableOfContentsFilter) then the content is correctly generating.
Expected behavior/code
Preserve the content that is being returned and do not overwrite it with incorrect content
Environment
- AEM 6.5 SP20+
- Core Components version (e.g. 2.20.8+)
- JDK 11
