Create a Templates Folder for ALL Inboxes Via Admin or Command Line

Hello,

Is there a command that would create a Templates folder for all inboxes so the template zimlet would work with that folder instead of having all users create this on their own?

We'd like to make this via a command and put an email in this folder for all of our users without them interacting with the zimlet so it's there and ready for them to use the template.
