Event Trackers: Adjust Actual Attendee field to be required

The Actual Attendee count is critical for data collection. We would like this field to be required to close to event tracker so that folks input this information.

It turns out that this is currently only requested after the event is marked as closed currently :) So yeah.. I'll have to enable it, and get it filled in before the event is marked as closed..
