[Feature Request] Independently Set Speed Limits for Clearnet and I2P Peers in a Torrent

I know it Tribler does not even support I2P yet, but I will add this issue before time, just so, I do not lose, this train of thought.

In a hypothetical situation, I have created a Linux distribution version 50.1.2.

I intend to seed this Linux distribution torrent in a mixed mode environment (Clearnet + I2P) with the following specified speed limits:

Clearnet: 64 KB/s maximum

I2P: 256 KB/s maximum

Currently, the available functionality allows setting a single, uniform speed limit across both networks.

I am seeking the ability to manage and adjust these speed limits separately, as described above.
