Summary of the suggested change
Currently the docs encourage a contributor to DM an admin to get the discord client secret. they shouldn't need to ever do this.
Instead let's clearly outline the steps to set up their own app in the discord developer portal with their own discord client secret.
Offer a header with a relevant name (e.g., Discord Local Setup), and walk through each step on how to set up discord auth on your own local environment. Show screenshots where appropriate.

Update to this issue: this will be eventually done in the docs/ folder after #588 is finished. Just write the draft of the docs in this issue for now
