[Runner]: Create thumbnail sprite action

After the VoD is created and verified, the runner should run an action, that creates a thumbnail sprite, similar to how the worker used to do it: https://github.com/TUM-Dev/gocast/blob/dev/worker/worker/thumbnails.go
